The departure of the first team players had been a major condition of an offer for the club from Portpin, which underpinned PFC's Company Voluntary Arrangement proposal.
Birch said: "We will now aim to finalise our discussions with Portpin with a view to completing the sale of the club as soon as possible."
• A proposed takeover of Leeds United Football Club (LUFC) by an unnamed group of investors has "collapsed", according to Leeds United Supporters' Trust.
The npower Championship club has released a statement confirming that it is no longer in an exclusivity period with a potential investor and is receptive to new approaches.
An LUFC spokesperson said: "The club remain happy to continue discussions, but not on an exclusive basis, so as not to prevent other options passing."
